Accountability in higher education is a global phenomenon and important area of scholarly inquiry and policy attention. How did scholarly conversations develop and communities form? How did ideas of accountability evolve and travel? Using longitudinal, mixed-methods social network analysis, we examine co-citation networks of 450 articles on higher education accountability published between 1992 and 2016. We identify 24 knowledge communities that coalesce around different accountability topics, fields, and contexts. Through this approach we are able to capture the transformation of accountability in certain fields as well as its adaptation and integration across the globe.

Joshua Travis Brown is an Assistant Professor at Johns Hopkins University and SKOPE Fellow at the University of Oxford. His work explores how economic policies have reshaped tuition-driven colleges and universities. He is the author of Capitalizing on College: How Higher Education Went From Mission Driven to Margin Obsessed (Oxford University Press, 2025).
Anthony Lising Antonio is an Associate Professor of Education at Stanford University and Associate Director of the Stanford Institute for Higher Education Research. His work focuses on postsecondary stratification and access, racial diversity, student friendship networks, and holistic college student development.
Thomas Cowhitt is a Lecturer in Educational Change and Collaborative Improvement with the School of Education at the University of Glasgow. He specializes in Social Network Analysis and the study of Educational Systems, working to improve the quality and equity of education provision. He has a strong interest in bringing research to life through innovative data visualization methods, especially when presenting mixed data.
Shinui Kim is a PhD student at Johns Hopkins University. Her research primarily focuses on exploring inequity within and across nations and how the education system is formed and plays a role in various societal contexts. More specifically, her research interests involve questions about the role of higher education in social and political movements, the impact of global trends in education on national policies, and structural inequality in higher education in various national contexts.
